Why Norton Firewall Causes TCP Timeout Errors in Chrome
Norton 360’s Smart Firewall inspects outbound TCP connections and may block Chrome’s connections if it classifies the destination as a potential phishing or suspicious site. Norton’s firewall uses a cloud-based reputation database to evaluate destination IPs in real-time. CDN IPs that have not been previously categorized may be temporarily blocked, causing SYN packets to be dropped and TCP handshakes to timeout.
Norton also implements a bandwidth allocation feature that deprioritizes browser traffic when background downloads are active. When Norton detects a large download (e.g., a Windows update), it reduces the TCP retry rate for browser connections, causing Chrome’s connection attempts to timeout before they can complete.
Resolving Norton Firewall TCP Timeouts
Adding Chrome to Norton’s Allowed Programs
Open Norton → Settings → Firewall → Program Control. Find Google Chrome in the list and set the Connection to Allow. If Chrome is not listed, click Add and browse to C:Program FilesGoogleChromeApplicationchrome.exe.
Disabling Norton Bandwidth Monitoring
Open Norton → Settings → Performance → Bandwidth. Disable Enable bandwidth monitoring. This prevents Norton from deprioritizing Chrome’s TCP connections during background downloads, ensuring that connection attempts complete without being throttled.
Excluding CDN Ranges from Norton Firewall Inspection
Norton firewall blocks CDN IPs that are not yet in its reputation database. In Norton → Settings → Firewall → Intrusion and Browser Protection, add the following IP ranges to the exclusions: 104.16.0.0/13 (Cloudflare), 13.107.0.0/16 (Microsoft Azure), 54.230.0.0/16 (AWS CloudFront). This prevents Norton from blocking CDN connections that are commonly used by legitimate websites.
